Based on mounting evidence of the harmful and counterproductive effects of solitary confinement, a 2011 U.N. report called on states to limit solitary placements to 15 days and to not use solitary at all for young people or prisoners with mental illness. Canada is a long way from meeting those international standards, but two recently filed constitutional challenges may change that.
