Private member's bill on FASD missed the point

Fetal alcohol spectrum disorder (FASD) is a major issue in the criminal justice system. A 2016 Yukon FASD prevalence study conducted in the Whitehorse Correctional Centre found that approximately 17.5 per cent of participants had FASD.

Shortly after the release of the preliminary results, Yukon MP Larry Bagnall submitted private member’s Bill C-235 that would amend the sentencing provisions in the Criminal Code requiring the judge to consider as a mitigating factor those with FASD.
