Ontario proposes to allow 'social investments' by charities in Bill 154

Ontario’s Bill 154, Cutting Unnecessary Red Tape Act, was introduced on Sept. 14, 2017, as an omnibus bill in the legislature. Schedule 2 of Bill 154 proposes to amend the Charities Accounting Act to permit “social investments” by charities under certain circumstances.

The bill defines “social investments” as the application or use of trust property to “directly further the purposes of the trust and achieve a financial return,” and can only be undertaken if a number of requirements are met.
