Members of bench from across Canada named as territorial deputy judges

Fifteen sitting members of the bench have been appointed as deputy judges of the Supreme Court of the Northwest Territories, the Supreme Court of Yukon and the Nunavut Court of Justice.

Deputy judges have all of the powers, duties and functions of a resident judge while they are in office. They can be sitting, supernumerary and retired superior court judges, as well as lawyers with more than 10 years of experience. The minister of justice identifies candidates for appointment in consultation with the chief justices of the three northern courts and with the chief justices of the candidates’ “home” courts.

“The appointment of these deputy judges will help to provide access to justice in the North. I am also pleased that, through their experience as deputy judges, members of the judiciary will gain knowledge of Canada’s diversity and of the challenges faced by people living in remote communities,” said Minister of Justice Jody Wilson-Raybould.

The deputy judges for the Supreme Court of the Northwest Territories are:
  • Justice Thomas A. Heeney of the Ontario Superior Court of Justice (Southwest Region)
  • Justice Patricia C. Hennessy of the Ontario Superior Court of Justice (Northeast Region)
  • Justice Nancy L. Backhouse of the Ontario Superior Court of Justice (Toronto)
  • Justice Paul S. Rouleau of the Ontario Court of Appeal (Toronto)
  • Justice Paul R. Jeffrey of the Court of Queen’s Bench of Alberta (Calgary)

The deputy judges for the Supreme Court of Yukon are:
  • Justice Malcolm D. Macaulay of the Supreme Court of British Columbia (retired)
  • Justice Bryan E. Mahoney of the Court of Queen’s Bench of Alberta (Calgary)
  • Justice Paul B. Kane of the Ontario Superior Court of Justice (East Region)
  • Justice Gregory M. Mulligan of the Ontario Superior Court of Justice (Central East Region)
  • Justice John S. Little of the Court of Queen’s Bench of Alberta (Edmonton)

The deputy judges for the Nunavut Court of Justice are:
  • Justice Nancy L. Backhouse of the Ontario Superior Court of Justice (Toronto)
  • Justice Paul S. Rouleau of the Ontario Court of Appeal (Toronto)
  • Justice Brian J. Scherman of the Court of Queen’s Bench for Saskatchewan (Saskatoon)
