B.C. oil spill consultation process raises issues of jurisdiction, delay: experts

The government of British Columbia is undertaking a series of public consultations on new regulations for oil spills in light of the controversial Trans Mountain pipeline project, a situation that observers are saying may raise legal questions on jurisdiction and delay of infrastructure projects.
