Inclusionary zoning — Does it equalize or divide us even more?

A little over one year ago, the government of Ontario, as part of its Long-Term Affordable Housing Strategy, passed the Promoting Affordable Housing Act, which includes the controversial “mandatory inclusionary zoning” provisions. The proposed regulations regarding inclusionary zoning were closed for comments on Feb. 1, 2018.

The new provisions will create housing opportunities for lower to middle-income families in high density urban areas where housing would otherwise be unattainable. The resultant mixed-income developments propose to create a cross-sectional societal mingling of rich, poor, young and old,...
