B.C. Court of Appeal delivers split decision in water rate case

The British Columbia Court of Appeal has delivered a split decision on whether a provincial board erred in interpreting who was the legal owner of a number of power plants for the purpose of determining water rates, a decision the appellant's lawyer is calling an “interesting application” of the reasonableness standard.
