Report recommends complete overhaul of victims’ services in Alberta

Alberta is pledging to change its policies toward victims of crime in light of a critical report that looked into the treatment of a homeless Indigenous woman.

The report, commissioned by the provincial Ministry of Justice and Solicitor General (JSG) and released Feb. 23, flows from a review into the treatment of a woman identified only as “Angela Cardinal.” In 2015, Cardinal was incarcerated for five days to ensure she would testify against the man who was charged with sexually assaulting her (R. v.
