Criminal justice report card cites ‘shockingly high’ crime rate in Canada’s territories

A national think-tank has just released a report card analyzing criminal justice in Canada, and one of the report’s co-authors is hoping it spurs government to start a conversation around making improvements to the nation’s legal system.
