Petition by Canada for an injunction enjoining a company from doing mining-related work. The company wanted to develop a gold-copper mine in British Columbia. The Province issued an environmental assessment certificate and a permit authorizing an exploration program to collect data for permitting and potential redesigns of the project. Canada took the position that the activities authorized by the permit were in connection with the carrying out of the project.
