Ontario reforms unlikely to eliminate cannabis black market

Legal observers say the Ontario government's new guidelines for the sale and use cannabis are reasonable, but they will not lead to an end of the black market trade in the product.

Attorney General Yasir Naqvi announced on Sept. 8 that cannabis legislation will be introduced later in the fall, with the government saying its approach “will focus on ensuring a safe and sensible transition to federal legalization.”
