U.S. RAISE Act takes a page from Canada's merit-based immigration system

Earlier this year, U.S. Republican Senators Tom Cotton (Arkansas) and David Perdue (Georgia) introduced a bill that, if passed, would lay the framework for a dramatic overhaul of the country’s immigration system.

The RAISE Act (Reforming American Immigration for Strong Employment Act) contains multiple key components that, collectively, would have the effect of reducing the number of U.S. immigrant visas granted annually by more than 50 per cent and serve to dramatically alter the manner in which immigrant visas are allocated.
