As the federal government enters the third year of its electoral mandate, many observers agree that Parliament has a once-in-a-generation opportunity to hit the reset button and substantially improve the laws that constitute Canada’s environmental safety net.

However, it appears that Ottawa’s law reform efforts have slowed down in recent months as legislative drafting instructions — and challenging policy choices — are being considered by cabinet members.

As a result, it remains unclear when — or how — the various statutes under review will be amended...
